GreenMove: An 18 months, European Success Story in Citizen‑Led sustainable future through the transformation of the rural mobility

From November 2024 to May 2026, the GreenMove consortium proved that (citizen-led activities) sustainable mobility is not just about technology – it is about people (citizen-led), democracy, and shared European values.

A Network Built on Trust, Tenacity, and Vision

When RTIS Network assumed the role of lead coordinator for the GreenMove project (CERV-2024-Network of Towns) , we knew we were embarking on an ambitious journey: to unite 17 partners from 16 European countries – including municipalities, NGOs, research centres, and a chamber of commerce – around a single, transformative idea. That idea was Demos‑Kratos: power from the people.

Over 24 months, we organised six transnational meetings across Europe – from the Ionian coast of North Corfu to the mountains of Valongo – and an additional series of digital workshops that ensured continuous engagement despite travel disruptions affecting nine of the 16 countries at one critical juncture.

1. Six High‑Impact Citizen-led Transnational Meetings

Each meeting was designed to advance a specific pillar of sustainable, inclusive mobility:

2. The Interactive Sustainable Living Guidebook (GISLG)

A six‑chapter, open‑access resource co‑created by all partners, covering:

• European rural identity & transformation
• Innovative technologies for sustainable mobility
• Sustainable tourism & eco‑friendly transport options
• Fundamental rights & EU values in transport infrastructure
• Holistic societal progress through citizen engagement
• Gender equality, social inclusion & mountainous regions

The GISLG is now available on the GreenMove platform as a living toolkit for any European municipality.

3. The European Day of Sustainable Mobility

The consortium issued a formal call to the European Commission to establish May 9 (Europe Day) as the annual European Day of Sustainable Mobility – a continent‑wide moment for citizens and municipalities to take concrete action for greener, more inclusive transport.

4. The GreenMove Digital Toolbox & Open‑Access Resources

An online repository of proven e‑tools, policy templates, citizen science methodologies, and replication guides – all freely available to any municipality, regardless of size or budget.

5. Universal Design as a Core Legacy

Inspired by the Municipality of Fano (presented by Davide Frulla), the consortium adopted Universal Design – “Design for All” as a binding principle for inclusive mobility planning. This approach ensures that infrastructure investments actively benefit families with strollers, children, elderly citizens, and persons with disabilities – and it will now be integrated into the GreenMove methodology for future replication. https://www.comune.fano.pu.it/

6. Permanent European Network of Citizen Science Observatories

The consortium formalised itself as a permanent association, open to new members, with a rotating secretariat and annual assemblies. This guarantees that the GreenMove network – and its commitment to citizen‑led climate action – will continue long after EU funding ends.

7. Pathway to Interreg Europe

The consortium confirmed its ambition to upscale the GreenMove methodology through an Interreg Europe proposal, focusing on policy learning, cross‑regional cooperation, and improving local governance instruments. This will allow the partnership to move from a network of towns to a policy‑improvement project with regional and national impact.

Overcoming Adversity: The Paphos Example

At the 5th meeting in Paphos (March 2026), severe weather and transport strikes made travel impossible for delegations from nine of the 16 countries. The consortium refused to postpone. Instead, we delivered a seamless hybrid meeting that ensured 100% participation – with remote partners presenting, discussing, and co‑creating as if they were in the room. This moment became a defining testament to European resilience and solidarity.

Strategic Communication & Dissemination

The project’s outcomes were amplified through:

• A synchronised publishing wave by all 17 partners on their official websites.
• Multilingual press releases (over 15 languages) reaching national and regional media.
• A participant‑driven social media campaign generating authentic advocacy and embedding #GreenMove into the European sustainability conversation.
• Articles featured in the Forum of Adriatic and Ionian Cities (FAIC) newsletter, extending policy visibility to over 40 municipalities across eight countries.
